总则
General Provisions
第一条根据教育部《高等学校重点实验室建设与管理办法》，本着“开放、流动、联合、竞争”的原则，吸引和聚集国内外高水平知名科学家和学者来实验室开展合作研究和学术交流，特制定本管理办法和条例。
Article 1. In light of the Ministry of Education's Measures for the Construction and Management of Key Laboratories in Institutions of Higher Learning and the principles of openness, mobility, unity and competition, these administrative measures and regulations are hereby formulated to attract and gather high-level renowned scientists and scholars from China and overseas, to launch cooperative research and academic exchanges in laboratories.
第二条开放基金申请指南由实验室学术委员会讨论通过后在实验室网站予以公布，申请者根据开放基金申请指南指定的范围向实验室提出申请。
Article 2. The Application Guidelines for Open Research Fund will be published on the laboratory website after discussion and approval of the laboratory’s academic committee. Applicants can apply to the laboratory based on the scope specified in Application Guidelines for Open Research Fund.
第三条开放研究基金项目的立项、审批和经费管理由重点实验室负责。
Article 3. The key laboratory is responsible for the initiation, approval and fund management of Open Research Fund projects.
第四条开放基金从重点实验室运行费预算中支出，用于资助开放课题研究，专款专用。
Article 4. The Open Research Fund shall be disbursed from the operating expenses budget of the key laboratory, to finance research on open topics, with special earmarked funds.
开放课题基金资助范围
Scope of Funding for Open Research Fund
第五条统计与数据科学前沿理论及应用教育部重点实验室开放基金，资助与实验室近期研究方向一致的研究课题，促进国内外合作，吸引国内外研究生、博士后、科研人员利用实验室的资源，从事统计与数据科学相关的基础理论研究和应用基础研究。
Article 5. The Open Research Fund of the Ministry of Education's Key Laboratory of Frontier Theories and Applications in Statistics and Data Science subsidizes research projects consistent with the laboratory's recent research direction, boosts Chinese and foreign cooperation, and attracts Chinese and foreign graduate students, postdoctoral researchers and scientific researchers. It allows them access to the laboratory's resources for basic theoretical research and applied basic research on statistics and data science.
第六条凡有志于从事统计、数据科学、教育学等相关研究的科研人员、博士后、研究生均可从实验室公布的《开放课题基金申请指南》范围内选定课题，提出申请。同时实验室也接收国内外研究人员自带课题和经费，利用实验室设备、资源，与实验室人员合作等方式开展科学研究。
Article 6. Any scientific research personnel, postdoctoral student and graduate student who aspires to engage in relevant research such as statistics, data science and pedagogy can select topics from the Guidelines for Application of Open Research Fund published by the laboratory, and apply for the same. At the same time, the laboratory also receives research topics and funds from Chinese and international researchers, employs laboratory equipment and resources, and collaborates on scientific research with laboratory personnel.

Application and Initiation of Open Projects
第七条具有博士学历或高级职称的科技人员可直接申请，其他人员及研究生申请时需由1名高级研究人员或相对技术职务人员推荐。为有利于学术交流与开放课题的管理，实验室鼓励申请者与实验室科研人员进行合作。
Article 7. Scientific and technical personnel with a doctoral degree or senior professional title may apply directly, while other personnel and graduate students should be recommended by a senior researcher, or personnel with corresponding technical positions. To facilitate academic exchanges and management of open topics, the laboratory encourages applicants to cooperate with laboratory researchers.
第八条开放课题基金项目的研究年限一般为1-2年。研究工作时间自批准之日起算，特别优秀的或有潜力的研究人员，经学术委员会批准可追加一年。
Article 8. Open Research Fund projects generally have a duration of 1–2 years. Research working time begins from the date of approval, and can be extended for an additional year, especially for outstanding or potential researchers, upon approval of the academic committee.
第九条开放课题的审定与立项
Article 9. Examination, Approval and Initiation of Open Research Fund Projects
1、初审。以下情况不予资助：
1. Preliminary examination. Projects will not be subsidized under the following circumstances:
（1）申请手续不完备，申请书填写不符合规定；
(1) Application procedures are incomplete and the submitted application form does not conform with regulations.
（2）不符合基金资助范围；
(2) The project does not conform to the scope of funding.
（3）申请者或者项目组主要成员在本实验室的申请项数，连同在研资助课题数超过两项；
(3) There are more than two applications among the applicants or major members of the project team in this laboratory, with more than two funded research projects.
（4）已有同类研究或低水平重复；
(4) There are existing similar studies or this is a low-level repetitive study.
（5）明显缺乏理论根据，或研究方法、技术路线不清，无法进行评审。
(5) There is an obvious lack of theoretical basis, or research methods and technical routes are not clear enough for evaluation.
2、实验室评议：通过初审的课题，送交实验室相关研究领域的两名教授进行评议，根据实验室研究方向和现有条件，评议课题的必要性和可行性。
2. Laboratory evaluation: Projects that have passed preliminary examination will be sent to two professors of the laboratory in relevant research fields, for evaluation. Based on the research direction and existing laboratory conditions, the need and feasibility of the projects will be evaluated.
3、终审：在初审和实验室评议的基础上，客观公正地归纳出评审意见，提交实验室学术委员会进行终审，学术委员会确定资助课题及资助金额。
3. Final examination: Based on the preliminary examination and laboratory evaluation, the evaluation opinions will be summarized in an objective and fair manner, and submitted to the laboratory’s academic committee for final examination, which will determine the subject and amount of funding.
第十条经批准的课题，申请者应与本实验室签订合同，课题开始进入实施阶段。
Article 10. For approved projects, the applicant shall have to enter into a contract with the laboratory, and the project will enter the implementation phase.
第十一条实验室主任有权对开放课题研究和基金使用随时进行检查，对无力继续完成课题者，终止对其资助；对经费使用不当者，予以纠正；对取得突出成果的科研追加经费给予奖励。开放课题不能延期，经费使用在课题结束之日起停止使用，结余经费予以收回。
Article 11. The laboratory director is entitled to inspect Open Research Fund projects and the use of funds at any time, and to terminate funding for such projects that are unable to be completed. Improper use of funds shall be redressed, and additional funds will be provided for scientific research that have achieved outstanding results. Open Research Fund projects cannot be postponed; the use of funds will cease from the end of the project, and surplus funds will be recovered.

Results Management for Open Research Fund Projects
第十二条开放课题基金资助者，课题实施中期，须提交中期研究进展报告，实验室对中期考核不合格的课题将停止资助；工作完成后，须在2个月内向实验室提交研究报告或工作总结，并附相关的研究成果证明和发表的论文。
Article 12. Successful Open Research Fund applicants must submit a mid-term research progress report during the medium-term implementation of the project, and the laboratory will stop funding projects that fail mid-term assessment. Upon completion of the work, the research report or work summary shall be submitted to the laboratory within 2 months, accompanied by relevant research results and published papers.
第十三条利用本实验室开放课题基金获得的研究成果，由实验室和研究人员所属单位共享。发表论文、专著出版和奖励申报等应在作者署名处，单位标注中文“统计与数据科学前沿理论及应用教育部重点实验室（华东师范大学）”或英文“Key Laboratory of Advanced Theory and Application in Statistics and Data Science （East China Normal University）, Ministry of Education”，在致谢里写“This work was supported by Open Research Fund of Key Laboratory of Advanced Theory and Application in Statistics and Data Science（East China Normal University）, Ministry of Education”。
Article 13. Research results obtained from the laboratory's Open Research Fund projects shall be shared by the laboratory and the unit to which the researchers belong. For published papers, monographs and reward applications, etc., 统计与数据科学前沿理论及应用教育部重点实验室 (华东师范大学) in Chinese or Key Laboratory of Advanced Theory and Application in Statistics and Data Science (East China Normal University), Ministry of Education in English, shall be included in the details column with the author’s signature and unit, and This work was supported by the Open Research Fund of Key Laboratory of Advanced Theory and Application in Statistics and Data Science (East China Normal University), Ministry of Education shall be included in the acknowledgement.
附则
Supplementary Provisions
第十四条本管理办法具体条款如与上级部门办法的管理条文冲突时，均以上级规定为准。
Article 14. In the event of any conflict between specific provisions of the administrative measures and management provisions of the measures of higher authorities, the provisions of the higher authorities shall prevail.
第十五条本管理办法由统计与数据科学前沿理论及应用教育部重点实验室附则解释，自颁发之日起执行。
Article 15. Administrative measures shall be interpreted based on the supplementary provisions of the Ministry of Education's Key Laboratory of Frontier Theories and Applications in Statistics and Data Science, and shall be executed from the date of promulgation.
